No. There is no fee, no limit on how many trips you plan, and no membership gate anywhere in the wizard or the suggestions.
Yes. Hotels, vehicle operators and restaurants are queried live from Koovira's own records, filtered to your city, budget and party size. They are bookable, not illustrative.

From your Koovira wallet, and only once both the hotel and the vehicle handshakes confirm. If either fails the trip stays a draft rather than half-booking you.
5% if you cancel more than three days out, 8% between three days and ten hours, and 12% inside ten hours. The rest goes back to your wallet automatically — and you are shown the exact fee and refund before you confirm.
Only you, plus Koovira users you explicitly share it with. They can leave, and you can revoke their access.

No. There is no weather data in the trip planner today, so it is not going to warn you about monsoon.
There is rate limiting — five bookings in a sixty-second window, then a cooldown. You will not hit it planning an actual holiday.
