Yes, fully. Your payment is debited from your wallet into a platform escrow account and the order is marked held. It moves to the seller only when you confirm you received the item, and a dispute is resolved by a Koovira administrator.
No, and this is worth knowing. Escrow can only be started by the seller, and only on a product listing — not on a service or a rental. If a seller will not use it on a high-value item, that is information.
There may be an escrow fee and tax on top for the buyer, and a platform fee out of the seller's proceeds. Both percentages default to zero in the code and are set by Koovira administration, so the figure shown at checkout is the one that counts. Any 2.5% figure you have seen elsewhere on Koovira belongs to a different escrow engine and does not apply here.
Open a dispute — "item not received" and "item not as described" are both preset reasons — while the money is still held. An administrator resolves it, including refunds.
